The brake and clutch switches look good? Have you tried jumping the switch wires with a paperclip or something similar?
International 9200/9400 No Cruise or J Brake when cold

IF it has anything to do with the heat involved with any of the dials being out of range, I would have talked about some of them as ideas or clues as to the root problem.
I had a old ford Maverick, a little POS 2 barrel that gummed over on top of a V8 that loved to vapor lock in winter. The problem is that when it's cold in the morning maybe some frost or even fog (Better yet...) she wont crank or run worth a ####. Let her sit at work until lunch and now the suns out at 60 degrees all vapor locked. You aint driving that one today.
Unless you poured gasoline down the carb and lit a match near it while someone else cranked the engine to eliminate the resulting fire.
I finally just traded it in. Just to get rid of that POS. Bought the last of the old Plymouth Colt GT's for like 7000 dollars retail. This being late 80's money we got our moneys worth out of that wonderful car. -
Has it always done this, since you have driven it duing winter?
Is the speedometer and or tach functioning properly, when it is cold.
This is an odd one, and it may be possible to program it that way, but why. The only reason I could think of is someone doesn't want their drivers using cruise or the jake when roads are slick, but the only time I have to have my cruise is when it is cold, then it is mandatory to keep engine heat up while idling. -

I had a light bulb.
Did your employer or any other employers program that truck to DISABLE CRUISE and JACOBS when below say 32?
The reason I say that is because none of my older trucks had that BS configuration. We had full Jacobs and Cruise even in the worst of winter. Some did have some trouble down at -55 with windchills some nights in the Dakotas making for a memorable trip. -

Short of selling that thing or packing it all and moving to Florida I don't see a way out... Unless a stupid company programmed that thing to prevent the Cruise and Jacobs to be used in winter. Bingo... thats the only thing I can think of.
And yes there are some companys out there who diddle with programming more than they should. And engineers did not know anything about trucking to include those options in the name of Safety at Flipflop Express Trucking Company. //snarky -
I do not know enough about the programming to say you can or can't program one for temp, I don't see why one would. I know my 97 9400 can be programmed for the jake not to come on until you have tapped the brakes, even with the cruise off.
My KW's both are programmed to where if the cruise on off switch is in the on position, you have to tap the brakes to get the jake to come on., they can be programmed to turn off at certain rpms or speed, oit sure about temp.x1Heavy Thanks this. -
