If the truck was parked with the manual fuel shut off pulled the rack could be stuck closed.
The side cover can be removed with the pump still on the truck. It is close quarters but the locks under the helixes can be tapped on with a brass punch an small hammer. This is watch type work and I never should have said hammer. Go back and forth with brake cleaner and penitrating oil.
If that is your problem and you get it moving do this before starting. Find a friend with a short 2 X 6. Remove the turbo air inlet. Use that to shut it down it the rack sticks open.
