The government already had their hands in this cookie jar (remember Internic?) and that's why we are out of addresses—they waste IP's like they waste money.

I used to run an internet service. The people we bought our bandwidth and addresses from, were sitting on a class B (65,534 IP's)... I'll bet 95% were never used. They just had control of that address range.

We used Linux web servers running Apache httpd which was capable of virtual hosting—multiple host names all used a SINGLE IP address! That is, if you did a reverse DNS on www . 123 . com and then did the same for www . 456 . com, both would come back as 64.1.2.10 — we did not allow any of our customers to have a static IP address.

I'd suspect that IPv4 would be useable for many years to come if ISP's didn't hand out static routable IP's like candy.

Likewise, there is no need for every cellphone to have it's own address. Cellphone service providers should be using non-routable (192) numbers behind a NAT server. Giving each and every cellphone it's own routable IP is just plain wasteful.
