I'm familiar with the area, not so much from driving it as from visiting, one of my stepsons lives near Milton.
Truckers aren't the only ones using I-80, many people live there traveling and commuting. Others drive through getting from state to state. Pushing people off the freeway by making it a tollway wouldn't work very well. It would be a poor solution to the problem of not enough money to fix infrastructure. There is no solution to that problem that doesn't involve economic hardship.
Much of that stretch doesn't have decent alternative routes and those that exist would be ruined by the traffic, not to mention the safety of the people that have to use those routes. -
I don't see why they do not just put a cheap toll on I-95.
The states above and below have. Millions commute thru there every day. Put it at 1 dollar a car and 3 dollars a truck. That would make them more money than tolling all of I 80 at a higher rate.
That is, if they feel they need to toll anything. -
Guess I will just start having to fly.... Buy myself one of those gyro copters and say heck with tolls..... been proposals around here in making a few roads toll roads.

Based on Illinois example, they don't keep the roads in much better shape by tolling them anyway. I've been through Illinois a lot, and the roads that are not toll roads seem to be in better shape that the ones that are.
