IRP Mileage Reporting Period Ends Soon -- What That Means

    The IRP mileage reporting period will end 6/30/2013. The IRP mileage reporting period of 7/1/2012 to 6/30/2013 is the basis for October, November and December filers for the 2013 application and January - September filers for the 2014 application. Now is the time to some planning to possibly reduce your plate fees and cover your company in case of an IRP audit. If your company has document mileage in any jurisdiction during the mileage reporting period by at least one fleet vehicle, those jurisdictions will be included within the 100% actual miles calculation. All other jurisdictions will be added as estimates outside of the 100%. Here are some thing that each company should consider:

    1. If there are any jurisdictions for which the company is plated but has not actually traveled since last July 1, those jurisdictions will not be included in the 100% actual mileage calculations. In order to move those jurisdictions from estimates to actual miles, document travel into the jurisdictions by at least one fleet vehicle by June 30th. The documented trip does not have be to paid or for-hire. It does not have to be a vast number of miles, any city just over the border will work. Taking an alternate return route could add jurisdictions. If the company is near a state line but gone over that line, do so if you want to remain plated with the jurisdiction. Documenting travel in the jurisdiction will include the mileage within the 100% actual mileage calculation. Inclusion within the 100% actual miles is much cheaper than estimated miles over 100%.

    2. If there are any jurisdictions to be added to the plate registrations listed above, documented trip permit miles will get the miles within the the 100% actual miles instead of being added as estimated miles over 100%. This would be very advantageous when adding jurisdictions with high plate fees like IL.

    3. If there are any IRP based vehicles that have not traveled outside of the base jurisdiction since last July 1st, these vehicles should have at least 1 documented trip into any other IRP jurisdiction by June 30th. In the event of an audit, any vehicles without travel into at least 2 jurisdictions can be pulled from the IRP fleet and assessed 100% base plate fees.
