it does not follow that the company can fire you for violating their rules but they do not write the regs,
the argument re "difference between policy and laws" is a non-sequitur
industry regulations have nothing to do with company rules that establish what an employee can and cannot do with the company equipment, obviously the company must remain within the color of the law
for instance DOT says "you cannot have non-compliant equipment" and it is ok if the company says "you cannot have any of this equipment (if you work here)," these company policies are about running the business in a profitable and safe, legal manner and DOT in a very basic sense is about public safety, one is in the interest of private enterprise and the other is for the benefit of the public, non-sequitur
it does not follow that the company must follow DOT and provide all those things you list because those things you list are not DOT requirements, there is no logical connection between DOT regs and what a company decides to provide or forbid for its employees as long as the company is not violating DOT regs, the company can set whatever policy it sees fit, and employees enjoy the freedom of association and they can choose their preferred employer
