Is a Blown tire causing truck to leave the roadway and crash into trees a "not at fault accident"

No company would put recap on the front, I'm not a fan of us express, but they do have decent looking trucks, so for some one to say are using recaps on the steer is way out there, you may need to go on take class on how to tell the difference , must if the new regulation that the Feds is pushing on us, us express is behind it, us express is like tesler ,they was the first to put camera on there trucks ,they start it and know everyone just about is doing it know, they are like CA, when it comes to what States do ,what ever us express do the rest follow ,but recap on the steer is not legal there four you will not see that on the road with them, know they may put it on a truck that works in the yard I have seen that were it use to train guys to back up are move trailer around ,but no company in there right mind would let a truck leave there yard with recap, look at crst Malone one of the worse one's when it comes to taking care of their trucks and they would not do it
