One of my favorite websites, the digest of motor vehicle laws, published by AAA, which I think we can agree is a good legitimate source of information.
Check out this list of how states regulate hazard light usage. Example:
Florida: The use of hazard lights is not permitted while driving.
Georgia: The use of hazard lights is permitted while driving.
How many times have you seen drivers in Florida put on their hazard flashers during one of Florida many rain downpours?

One thing is clear. One set of representatives and governor who signed the law are clearly wrong, and the other set is clearly right. But which is which? I guess this falls into the "states rights" area. And we are caught in the middle of this "sticky wicket"
