Is it better to file a bridge laws or wait laws

You're better off violating weight laws.
Bridge collapses while you're on it you're not only at fault for being overweight, but you've destroyed public property, your trailer/tractor, you/your company thousands of dollars to fix it, your job and potentially someone's life could be impaired or lost.
At least if/when you get caught at the scales, you get stopped, ticketed and then you have to wait for it to be transferred out.
That being said... My advise is to call your dispatcher, be forceful and state that you ARE turning around and returning to the shipper because you're overweight. Don't go any further.
In the future, if you're overweight immediately go back to the shipper if there isn't a scale on site. If there is one and you didn't use it, then that's on you.
If there isn't one, then you'll also need to know your tractor's weight limit.
My tractor 17,652lbs, average empty trailer, is roughly 15,000lbs. Means I can carry about 47,000 lbs before I'm in trouble.
