It depends on the state laws... and then they may differ by how the local jurisdictions interpret those laws. I would try asking the sheriff's dept., or state police.

You may also spend several hours researching state, county, and local/municipal code.

I would not take trucker lawyer advice.

In school we got to do maneuvers without having permit on us. We went on road though and had to have it.

The issue is whether or not the public has free reign to use the road. If not, then no CDL is required.

That actually happens quite frequently at places like steel mills, power plants, etc.

Since the FMCSA, or local Enforcement do not have jurisdictions over equipment used on private property, guess who does OSHA:https://www.osha.gov/SLTC/motorvehiclesafety/index.html Here is a power point: https://www.osha.gov/SLTC/motorvehiclesafety/index.html Here are some more fact sheets: https://www.osha.gov/SLTC/etools/hur...avy-equip.html

The insurance companies set the protocol........ its fine until there is an accident and someone gets hurt, then questions will arise why this unlicensed person was moving this equipment around without proper licensing......regardless of where the vehicle is driven. Our civil liberties are not what they used to be, as a business owner we used to have alot more latitude what happens on our property........open a business on that property with employees and now the government and insurance companies get involved.:biggrin_25521:
