The community college we will be attending you have to have your cdl permit before you can go to school..

I would get it a week before going to school.Get the cdl manual at your dmv free and start studying. You don't wanna wait till your at the school to get your permit because you may not pass the first time and I think most schools ecspect you to have it before the class portion of the schooling is done.

You will have to have a permit before you can drive and be trained behind the wheel. The state you get your permit in is where you will have to test.

Get a CDL manual and study. Take the practice exams here on the site. But your permit will need to be issued by the state in which you test, like classA said.

Some schools pay for your permits. The school I went to payed for my permit, license and hazmat endorsement. That was included in my tuition so actually I paid for it. I would check with the school so you don't end up paying twice.

You can only have 1 CDL license. That license must be from your state of Residence. So you have to figure out if the company you are going to go to school for has it set up to get your residency there. For example, you go to work for Prime and attend their school in Springfield, MO. They have a Hotel there which you can use as your place of residents. So having a Pennsylvania permit will do you no good as you will need a Missouri Permit to take your Missouri CDL skills test. Now if it is your plan to go to a school somewhere that does not allow you to use them as a place of residents then you should get your permit in Pennsylvania before you go to that state. You will then have to return to your state before you can take your states skill test.
Now if you get a stomach ache while you are working this all out please listen to and follow the instructions below.

Wait til you get to school. You'll need a permit for the same state you take your CDL driving test in. No point paying for 2 permits.
