Is there a "BUFFER" to get to the next truck stop when the driving as no more hours ?

    I'll be... You're right. I was always taught the 14 was excluded (which the fmcsa guidance even says), but the code itself says you get an extra 2 hours for all 395.3a limits.

    395.3a limits:
    14 hour rule
    11 hour rule
    8 hour rule

    ...but not the 70-hour rule because that falls under 395.3b

    I'm not crazy. The 2010 rules excluded the 14 hour rule. The 2015 rules do not.

    Says "maximum time".....not "maximum driving time......" so I read it to say you can go 2 hrs. beyond the 14 hr. limit, is that right?

    From page 12:
    What Is the Adverse Driving Conditions Exception? If unexpected adverse driving conditions slow you down, you may drive up to 2 extra hours to complete what could have been driven in normal conditions. This means you could drive for up to 13 hours, which is 2 hours more than allowed under normal conditions. Adverse driving conditions mean things that you did not know about when you started your run, like snow, fog, or a shut-down of traffic due to a crash. Adverse driving conditions do not include situations that you should have known about, such as congested traffic during typical “rush hour” periods. Even though you may drive 2 extra hours under this exception, you must not drive after the 14th consecutive hour after coming on duty, and you must comply with the minimum 30-minute rest break provisions.
    From page 14:
    Adverse driving conditions • Up to 2 additional hours of driving time • Additional driving time must fall within 14-hour driving window • Weather or traffic condition must be unknown at start of run

    The guidance has not been updated since the rule changed in 2015. See post 83

    It has nothing to do with hours of service. Safe havens are locations where certain classes of hazmat cargo can be left unattended.
