They may require intrastate authority, but I doubt that any of them regulate the rates in any way. We haul trailers and freight intrastate frequently, have the required intrastate hauling authority, but it doesn't affect what we charge the customer.

New Jersey is not on that list, I believe you need a business license to deliver from out of state. Not sure about other loads.

NY requires intrastate

It really doesn't make any sense to have to have an intrastate license when a driver already an interstate CDL, to drive all 48 states and is able to enter Canada and come back out again.
