There are states (see the attached list above by @062) that require you to have their own intrastate permit to haul the freight within the state. I don't know about the enforcement and fines other than CA, they almost spanked my butt for hauling their local freight without it, that is their CA#. Lots of guys, including me not long ago, had no idea about this requirement.

It is the same principle--cabotage--that applies to international freight movements. As a Canadian, I can deliver freight to, or from the U.S., but I cannot deliver freight from point-to-point within the U.S. Likewise an American has to abide by the same rules in Canada. It is to protect the jobs associated with the domestic movement of freight.

We keep CA and TX intrastate authority. Just by nature of the size of those two states, it is more likely that we will have intrastate loads there. We have never had the issue come up anywhere else.
State hazmat permits are another obscure issue: We have CA, ID, CO, and the Alliance for Hazmat states (OH, WI, MI, etc) -
Al. requires an intrastate number as well. An APSC #.
