Those rules apply after he becomes a cdl holder, right ?
He can have 6 convictions on his regular license BEFORE he obtains his cdl.
After he gets his cdl, of course all violations count, regardless of vehicle driven.

it does indeed specify a holder of a CDL...
now, maybe from one's state they have rules for lifetime bans on regular license holders, this we may not know per each state.
but the DOT section clearly does state CDL.... -
