Is this a new truck stop in the making (Hanover, Maryland)?

A days ago I drove past the Costco gas station across from Arundel Mills Mall in Hanover, Maryland and saw what looks to be a truck and bus parking area that may be a new truck stop.

Across the road from the gas station but at the end of the parking lot from Models Sporting Goods and Burlington Coat Factory were some tractor trailers and tour buses. They were on a parking not designed for trucks or buses since it had four wheeler type striping.

Driving a bit further on, I saw at the far end of the parking lot of Wal-Mart closet to the Vitamin Shoppe, some more tractor trailers.

Is this a new "truck stop"? Has anyone been there? Has the Mall security people harrassed you?
