I found nothing in the regs regarding cracking, so..
As long as you have good legal tread I’d roll with drive tires that way. Steer tires I take a different stand, it’s my life and that overrides anything else.
If cracking is really bad and the tires are old (6years) I would not drive on them.
Is this cracking bad enough to cause a blowout? Steer tires.

Where's the tread? I have my doubts those tires have enough tread left to be considered legal. Even if they're still legal its just an open invitation for the DOT to look and see what else is wrong.

anything below 2/32 in a major groove is illegal, or 4/32 for steers.

They need to be replaced by the looks of it. I wouldn't even want those as drive or trailer tires.
