I think it all just depends....on where you are, who you drive for, and what type of freight you're pulling.
When I ran intermodal for Schneider out of the Atlanta area, they NEVER slowed down. And this was at the start of the pandemic, when most everyone else seemed to slow down. Their freight volumes in that area are just amazing.
Now I haul fuel in south GA/north FL. Things in this world seem pretty steady.

At my last carrier we used to real busy at times throughout the Winter because the rail would have trouble with avalanches in the mountains, so we'd end up serving customers that were typically served by rail. (Mostly in California)

Food grade tanker slows around the holidays. Most of the plants are union, people on vacation, retool/refit, etc.
Starts ramping up again mid-late January, then by mid-February we're "balls to the wall, hair-on-fire, can't-BEG-a-day-off"....... -
Winter may be slow for most, but it’s definitely not slow for me.
