A lot of the big outfits are no longer required to send out 1099's, under the Paperwork Reduction Act. CHR stopped issuing them a number of years ago.

1099's to the recipient are required to be postmarked on the 31st.

That's because the 1099 is only required if the issuing company actually paid for services. CHR doesn't have to issue them.
