You will have to remove it and clean it out and see if you can free it up. It has an electric motor as well as a position sensor. The code means its not attaining the desired position when it sends a certain amount of voltage to the motor to move it to that position. If you do end up replacing it, it comes as a kit with the gaskets and a new pigtail to splice into the harness. It DOES NOT come with the small blue grommets that seal the coolant lines that connect to the EGR valve. Buy four of those.

99% of the time, the egr valve has failed. If you replace it, make sure your ECM has the latest calibration as one of the last updates for those engines was to help extend the life of egr valves by working them more to prevent seizing up. This can be checked with Insite.

Along with the crappy valve design and repeat failure, Pin drag and pull test both connectors and or replace with new pigtails at the valve and or the complete engine harness. Most of the ones I see the connectors have been unplugged so many times I don't know how they even make connection. Plus the heat from the exhaust takes its toll. The whole reason they went to cold side EGR.

    Heavyd Thanks this.

That is true, but it is amazing how well connectors last and come apart without damage when people apply a little bit of dielectric grease when they have them apart.
