How does the hours of service work for local vs OTR work? I know we have to log in everything on the ELD. Thanks!

If you have the short haul exception, ie no more than 12 hours on and relieved of duty at the same location as you started, then you are exempt from record of duty status, RODS, the graph in the log book. You go over 12 hours or outside 100 air miles, then you need to log it as you did it. You still are subject to the HOS except the 30 minute break, but in reality, if you're short haul under 100 air miles, you will not be doing over 11 hours driving.
FlaSwampRat Thanks this. -
I'll let a California driver answer the hours question. I'll just make a point most people don't know.
The difference in Intrastate and Interstate shipments.
Intrastate the shipment has to be 100% in state. Doesn't matter the driver stays in state, it's the shipment that matters.
I.E. A container from the L.A. ports to say San Diego is still Intrastate as it crossed state lines even if the driver never did.FlaSwampRat Thanks this. -

What is the difference between interstate commerce and intrastate commerce?
If you perform trade, traffic, or transportation exclusively in your business’s domicile state, this is considered intrastate commerce.
If your trade, traffic, or transportation is one of the following, this is considered interstate commerce. Source: 49 CFR 390.5.:
- Between a place in a state and a place outside of such state (including a place outside of the United States)
- Between two places in a state through another state or a place outside of the United States
- Between two places in a state as part of trade, traffic, or transportation originating or terminating outside the state or the United States

I stand corrected;
as per NCDMV manual
1.2.1 –Interstate or Intrastate Commerce Do you, or will you, use a CDL to operate a CMV in interstate or intrastate commerce?Interstate commerce is when you drive a CMV:From one State to another State or a foreign country;Between two places within a State, but during part of the trip, the CMV crosses into another State or foreign country; or Between two places within a State, but the cargo or passengers are part of a trip that began or will end in another State or foreign country.Intrastate commerce is when you drive a CMV within a State and you do not meet any of the descriptions above for interstate commerce.If you operate in both intrastate commerce and interstate commerce, you must choose interstate commerce -
And THAT is the reason Hawaii has Interstate highways
