Congress passes a law creating an agency with rather broad directives defining their mission, and the same legislation enables them to write regulations within that scope. The regulations are made final when published in the federal register.

That's how THEY do it.

Then we bend over and GET it.

 

Now don't bring facts into it. The exact same people complaining about the FMCSA were doing happy dances when the Federal Hegemony eeerrr I mean Government brow beat Ohio to get rid of split speeds. A move I agree with but disprove of the method used to achieve it.

Same people advocating the feds stepping on corporate policies. Oh the humanity.
