DB--I know your understanding and knowledge of regs--is greater than most of us mere mortals--but I think you better check on this one--I believe he is operating under the national non-agricultural transborder GRANDFATHER EXEMPTION--Now while a young man such as yourself may not be up to date on this--the cliff notes are as follows
For the 36 hours directly proceeding christmas ANY BONIFIED GRANDFATHER:
can and will do whatever is necessary to deliver and/or pick up any deemed (MANDATORY--see sub B for Mandatory def)goods needed to insure smile on said grandchildrens faces--and once again making all this nonsnce we go thru more than worth while......

Then there's the part where Santa get's "small" - so he can get down the chimneys. Hope the bears aren't being too strict on drug n' alcohol compliance with the ol' dude!
