well personally I don't feel that someone that has never driven a big rig a day in their lives is qualified to test me on how to drive one. But I guess this falls under the ground of "those that can't do teach"

Well medic, with some driver's skills it doesn't take Einstein to see their deficiencies. I will give you that there are some bears that don't have a CDL. There are quite a few that do though. I know one trooper I work with was a driver for about 12 years, his last few he was hauling a NASCAR hauler for a pretty popular driver when he decided for a career change. Another bear I know drove at least 10 years over the road until he looked for a career change. I've been around it my whole life and have mine. It's fun for me to watch some steering wheel holder B.S. his way through a conversation with these two about logs or driving. One other guy I work with drove about 10 years, some of that OTR but he was a diesel mechanic by trade. One of the best inspector's I have ever been around. He knows the truck inside and out. Everytime I work with him I learn something new mechanically about a rig.
As far as a tester not having his CDL or not, I'm not sure what they need. I don't have anything to do with testing, road testing etc. I'm sure this varies from State to State. Next time I'm at the DMV I will ask the testers what is required of them. -

The only thing that bothers me is that some states have turned the inspections into money sources.
I pull RV's for a living and now certain states are concerned where I slept last night. -
I was a 3rd party tester for the state of Utah.
We could test any class that required a commercial licence regardless if we had that licence ourselves.
Now the state testers were not required to hold a commercial licence.
When we were being taught how to test there were state people there teaching us who held no licence & new state testers being taught also with no commercial licences.
This being said, I believe that as 3rd party testers we were safer because we knew before the person being tested had done a major screw up in a dangerous way and could prevent damage to others like turning short n running over a car, or even forgetting the trailer is attached.
Also I remember the state guy saying if something happens while the state guys r testing it's all the drivers fault, ie accident, auto fail can stop test, they then ask driver to park on side of road and call for a ride back to the DMV. -
Been driving commercial vehicles since 1998, and had a class A since 2000. Just retested for a Class B a couple months back so I could get my passenger endorsement.
Poor girl testing me had no clue how to handle me. She couldn't even begin to keep up with me on the pre-trip and missed several items that I checked, I think because she had never seen anyone before that actually knew how to do one properly and didn't just memorize off a paper. I argued a few things that she asked me to do, explaining how certain systems in a truck work, until she realized that I knew more than her paper and just marked me correct. By the time the road test came around, she had given up, pretty much just stopped watching me and gave me 100% on it.
It also took two supervisors to figure out how to give me a proper license. Confused the hell out of them that I just tested for a Class B, yet they needed to keep me as a Class AM. -
I know at the school I went to we had one guy that was ex-trucker, ex-dot, now instructor. He told me that a lot of dot are ex-truckers. When questioned why he thought that was. he said "takes a thief to catch a thief". I also know that flordia requires all testers to have their cdl because if the law that states a cdl holder must be in the truck
