CR England regularly sends two students out with a trainer. However, they at least have permits. There are a few companies out there...not the "usual suspects" but rather the mom n pop outfits run by non-native Americans that run with three to a truck. They never, ever have to stop for anything except fuel and to resupply/toss out garbage. (When I say non-native, I'm not talking about my kind of Native)
