This happened right in front of me last fall outside Vandalia IL. The driver of the back truck was Asian and couldn’t communicate with me, while I was on the phone getting help coming, if he was the only person in the truck or not. Same as when the first responders got there. They ended up cutting him out and then cutting into the cab more just to double check he was the only one.

Vacations are one thing, but for the life of me I can’t imagine going to a different country to work and not be able to communicate with the majority of the population.

Well, let's think about this logically......
If the rules to get a CDL mean nothing to you, what rules do?

Hey now you stop that right there. Thinking you’ve now assumed way too much of people. Way too much.

Some cultures are "grab whatever you can get away with" and some are "the rules allow me to do this and I'll dishonor my family and my god if I don't follow that rule." Not every group of people have the same goal or work toward the same outcome. The vast majority of the world share one set of rules and 20-30 countries share a different set of rules that are utterly foreign to the majority. As the people who internalize one rule set are mixed in large numbers with people who internalize the other rule set conflict and disorder increases.

Would be interesting to see which states issue the most of the CDL licenses to person who can not speak or understand rudimentary English. Would we see a pattern?

Just like a bunch of other laws [like gun laws] this is correct; we don't NEED any new laws; just start enforcing those that already exist!

From my personal experience [and a two week long Haz Mat DOT in house audit] the DOT has no power to go against the whims of popular culture and power.

"Stuff" rolls downhill and nobody 'in' the public employ will jeopardize their gravy train and pension to dirty their hands with the 'Stuff" and push those turds that should be addressed back uphill.

If they can't understand the basic stuff, how can they comprehend things like the Clearinghouse, IFTA, biennial updates, etc, etc?

It started in 2014. Obama did an executive order that lifted the 50 mile limit for Mexican drivers and gave them full access to all 50 states. It made it clear that no discrimination can happen toward them or their equipment and they did not have to speak english. This is one major reason why txdps does not bother with them. They cant get anything to stick by law.

California holds the title for most foreign born CDL holders at almost 46%. Surprised?
