If I was an O/O, I would have a problem with delivering my load to a 3 rd party and hoping said 3 rd party followed thru with the delivery AND sent in the BOL all proper, because my payment depends on the completed BOL and no damage to product. I used to hate doing drop/hook and leaving paperwork in the permit box for the next driver to finish the load. If that driver carried around the paperwork for a week (like so many seem to do) I wouldn't get paid my share for awhile.

As long as the shipper approves the warehouse they usually except their receipt for the originating carrier.

I think it's a decent idea but be careful to coordinate with all parties. I have had customers who do not allow anyone other than consignee to handle their freight and many where seals cannot be broken by anyone other than consignee. Not sure how much demand there is but could be a valuable service. You would probably want to look at dealing with a specific group of carriers and they may need to bond you in case of OSD or other delivery problems.

IN this area there is JB Hunt running last mile delivery out of their docks, there is also a couple other companies doing last mile delivery - I think metro is one.
