You could look at moving companies. Often need young, strong guys who can help load, and you can start driving. Not a big tractor-trailer, but, its getting your foot in the door.
Check with gravel and dirt haulers, as well. A buddy of mine was driving at 18 or 19 for a local company to him that did primarily belly-dump work. Because they don't need to run the same level of insurance (insurance is cheaper if you have it set-up to only be in-state, or within x-miles of your terminal/ headquarters) they might be able to work with you on something like that.
Also, look at the honey-buckets. Might be willing to hire you because a lot of guys are "above" that work.
Good luck, and stick at it. Under 21 (hell, these days, under 23-25 years old) its hard to find a trucking company that can hire you. Focus on local companies, fill out an application at any and all companies that will give you one. Most of all, show a willingness to learn and do your best at the work, whether its driving a water-truck from site to site or pulling and end-dump.
They're out there, but you have to search very hard to find them. Stick at it.

Google LTL carriers in chicago. Start with ABF (A) all the way to YRC (Y). I was in the same boat as you in 1976. I was 20 and obtained my NY
State class 1 license. I was given a list of 100 companies from the school i went to. At least 95% of these companies are now out of buisness. Back then, getting a local job was literally imposible at 21 years of age unless Daddy owned the company or was the union steward. Today a local job if desired at 21 is definitly do-able and dont let anyone tell you otherwise! It may not be easy but it can be done. Since your in a major market area , you should find something once your 21. -
