I have seen a lot of the Log violations in the SMS report even with companies that have elogs. What would constitute a violation for general/form and manner?

Misspelling the name of the city you're at. Forgetting to plug in the current date. Not including the nearest milepost in a comment - or switching a couple of numbers. A really anal DOT cop would get you for not crossing "t's" or dotting "i's"...

On elogs it would be something like not putting in a BOL# or trl# on a trip.

Number one violation that we get as a company is basically driver ignorance or lack of understanding on how to get to things like the recap and previous seven days logs.. its simple, but under stress.. drivers simply lock up and do not remember how to do this rather simple task. Post and Pre trip violations (you have to do them still and you have to do them BEFORE you move an or NOT move after you post trip. The drivers will also log in before their ten hour break is up. Its easy to do but easier to prevent. They can also run over hours or have no hours to work when they forget to log out of the system when they go home.. the driver has to log or change their duty status to off duty manually.Tonythetruckerdude Thanks this.

Clerical errors would be a better way to put it. Also, PT's are not required.

No where in your quote did it say pre trips were required. You must be satisfied your motor vehicle is in safe operating condition.

They are here.. there may be no legal requirement (thats been fought over several times) it is required by this system.. miss a pre-trip or post trip it sends a violation notification to the drivers. Just like many other things.. companies can and do require things on their logs that may or may not be required by law. Such as fueling.. there is no law that says that you are required to state what you were doing when the duty change occurs.. only where it occurs.. there is also a legal requirement that a book or list of abbreviations of cities be in the tractor for LEO's to check.
