A new cap tread is applied to a tire the same way it is applied to a new tire. It is rolled on and bonded to a under tread ply that has been rolled on and bonded to the steel plies. This is why the big three commercial manufacturers have there own retread process shops.
They have pumped tons of devolopement into retreads over the last 25 years.
Goodyear does there own
Michelin does there own
Bridgestone owns Bandag
Marangoni is the largest independent.
If a gator seen in the road STILL has the steel in it. It is a virgin tire that had a casing failure for whatever reason. Most gators are.

I have seen recaps last for many miles. The problem is some shops don't take the time to properly clean the casings and then once in the matrix they don't stay in long enough. For a cap to last the casing must be in good shape. Most of the "gators" you see on the roads are the cold cure caps. There is a process where the rubber is rolled on the tire. Years ago recaps were all I had on my car. Today I don't trust all shops.

"Cheap" Chinese tires are going up in price to almost the same as a brand name tire (tariffs or something like that). Its a shame because brand name tires are pretty much a waste of money on dump trucks, lowbeds and logging trucks. Why waste $750+ per tire when a $300 tire lasts just as long before you tear a sidewall out on a rock?
