I can't imagine if your buying a radio and you got your ticket why a used kenwood TS 50 about 350 or 400 now days wouldn't be the top of the list. Or a brand new Icom IC 718 about 550 new so there are some real good honest Ham radios cheap that wouold do the job and 29.00 cb for channel 19.

(2) Same reason you talk on cb radio -- entertainment, and to learn something;
(3) You can (if you have the right equipment) hook it up to your computer and communicate basically the same way you do over the internet. (I know fellow hams, that's an over-simplification.) You can also (again, you must have the right equipment) do what is called a phone patch. That's where you connect your radio to the land based telephone system and let two people talk to each other (primary use would be for military personnel overseas calling home to talk to parents/spouse/kids). Also, as demonstrated during the recent winter storms, when the phone/electric lines go down, ham radio can still get through. Ever been in an area where your cell phone had no signal? Chances are you could have talked with someone on a ham radio when your cell phone was a good dust collector.
(4) Talk to (atmospheric conditions permitting) just about any place in the world, including the astronauts on the Shuttle and the International Space Station. -
I had a 94 HP, it was almost the best export I've ever had. Almost as good as my 95T2.

As per the OP,a 4600T will stomp the snot outta anything in the RCI/Galaxy line. Not knocking the RCI line their decent big chassis radio's.
Galaxy is way overrated but do preform pretty decent being constructed sub standardly compared to the RCI built Connex DX line.
Now,
The FCC DOES NOT make personal visits "without doing anything"
After failing to respond to their letter request with in the 2 week period describe. They may after several months send a live body out to see how tall your stick is raised.
Another thing,
The FCC has no way to "Collect Funds" therefore your citation allegations are completely false.
As for charges dropped ?
The FCC DOESN'T DROP CHARGES,regardless of the FACT the accused
is requested to respond to their inquiries with-in 2 weeks,it may take 4-6 YEARS for a Serious Violator to be Summoned before a Formal Magistrate.Unless you as a violator have been paid a personal visit by a Uniformed Representative from the DOD your now where near "trouble"
YOU MUST endure formal proceedings(court) before paying penalties.
You clearly have no working experience with the FCC/DOD
Please refrain from spreading less the creditable commentary in regards to
the inner workings of the most corrupt Federal Entity known to the 21st Century.

Newsflash bro, they're all built by Ranger. Open up any Connex, Galaxy, or daggum near any other export out there, your gonna see RCI all over the main board.
Even the Magnums are built on the exact same platform for a main board as the RCI's, just different colors, but have the exact same layout and pot locations. -
Im very well aware of such,there is no such thing as a generic board
the differences per chassis format makes all the difference when it all shakes out.
Pull the board on a 99V and a 4600T and tell me there the same thickness.The rest isnt worth argueing over without a few cold beers !

The board in a 99V is totally different than what is in the 4600. I had a 4600, it was a talking son of a gun!

I sold 2) old Galaxy and 1) General Lee(RadioActive built) and dropped coin
on a RAR built 4600T. The thing doesn't bend needles it twists them LOL!!
For giggles its matched to a 667 (ramped to 850+)and a Predator Competition stinger mounted to the back rack.
