If you have a conditional discharge then whatever offence that you pled or were found guilty of would have been discharged and you can say that you don't have a criminal record. No need for a pardon. The federal Criminal Records Act states that no record of a discharge under . . . the Criminal Code . . . shall be disclosed to any person, nor shall the existence of the record or the fact of the discharge be disclosed to any person, without the prior approval of the Minister after one year has elapsed since the offender was discharged absolutely; or after three years since the offender was conditionally discharged.Prairie Boy and Speedloader Thank this.

That's all true ...... on paper ...... but NEVER underestimate the powers of the US Dept Of Homeland Security, US Border Services, CSIS, and the RCMP ...... their software doesn't have 'delete' keys ! Get paper copies of EVERYTHING and keep them FOREVER ! .......... and finally, don't screw up anymore.

They also don't seem to follow the same rules. I have some 30 year old charges from back in my drinking days (dui, obstructing peace officer) that never held me back from crossing, but when I applied for a fast card I was refused.Speedloader Thanks this.
