    Your location?
    Experience?
    Type of equipment?
    Lanes run?
What qualities should the "right person" have?
    How soon?

Oh , so working for you a driver will have to pay approx 7.5% more in taxes bringing it to 15.3% because your skipping out on paying your fair share.
In addition to that , no workers comp so if the driver gets hurt on the job they're screwed.
If the driver looses the job I in a circumstance that unemployment would be granted the driver is screwed again,
And no healthcare on top of that??
    No 401
    No paid vacation

You must be paying pretty well to make up for all this correct??

Yeah I am, looking for the right candidate. I am paying wages higher than usual due to that fact. It is for someone that is not going to quit as I will not be firing or unemploying them. Someone who is a good negotiator and problem solver as the 1099 leaves more room open for flexibility. It is more of a partnership as the position is for a start up.
