Loud turbo whistle/whine when when motor is under load!

I had the same problem, a couple weeks after turbo got replaced on a d16. Loud whistle turbo noise at about 30 psi, in my case after several visits to the shop they found out that the exhaust manifold gasket were leaking. Hope it helps.
