If this is a Mack 13 speed, your locked out of the lower end and split the uppers... simply remove the gear shift top, unbolt the shift handle, take out the red splitter switch, and cut the bottom off, replace everything... you now have an eighteen speed!
Why Mack thought it was good idea IDK? but all 13spds are designated with same model # trans as the 18's, its only being locked out that does not allow the shifts.
Low Speed Shifting/Steep Grade new to 13 speed

I deal with it pulling 104,000 lbs all the time, would give my left gonad for a 13 speed or 18 better yet. -

In situations like this I take it up to the governor and shift, that puts me in the middle of the powerband on the next gear and gives me time to grab the gear before it stops rolling. Its a whole lot easier on the driveline than having to start from a standstill in the middle of the incline. No the engine won't blow up doing that unless somebody played in the ecm, and yes it burns more fuel running it that high but the extra fuel burned is less than repairing driveline damage.
TheDude1969 Thanks this.
