No offense, and I dearly love my dog. But if he attacked a person in the manner described by the uninvolved witness, I would borrow that pistol and finish the job myself. I will not allow my animal to attack a person with no provocation.

There are degrees of dog bites from the air snap to killing the victim and/or consuming flesh. This appears to be at least a level 4 bite/attack. That isn't to say the pits weren't provoked by the shepard. It is entirely possible that none of the people (including the witness) understood what communications were going between the dogs. This is why pet owners really need to educate themselves on how their animals "talk" and what's being "said" among them. If the two owners were watching their dogs, perhaps the entire incident could have been diffused at the outset. Most of the time, attacks do not come "out of the blue. Close observation will tell you the difference between wanting to "play" and aggressive behavior.
