all you gotta do is take your existing bracket and add a flat piece of metal with two holes drilled into it with some plastic spacers to insulate it from DC ground and you will have what you need

There's a local base station near me up around mile marker 199 off of Interstate 81 on the other side of the mountain and I was sitting at mile marker 145 today in the parking lot at work and the guy up at the mile marker 199 was able to hear me even with his noisy receiver.
I had to throw Mark's name out there a few times just to give credit where credit was due.
