This is sexual harassment pure and simple. If hr won't do anything about it, talk to a lawyer. It's disgusting. Guys just really have no idea how uncomfortable this makes women and it shouldn't be tolerated.
This is not professional at all and it blows my mind that it's being overlooked. You did nothing wrong and don't let them make you think you did.
