164-1 is ICP unable to build during cranking. This is the primary reason for it not starting. Check the plug at the injection control pressure regulator at the high pressure pump.

94-1 is low fuel pressure. You probably caused this code when you messed with the drain valve.

    I have a 2012 maxxforce Dt 9/10
    No start condition
    Connected my scanner
    ICP desired 870
ICP 150- 400 psi drops too 280 then even jumped too 780 bur immediately drops too 300 fluctuating alot
Engine oil pressure fluctuates 28-32 psi
    IPR 55 %
Connected air shop after the high oil pump no leaks were hissing or leaks were detected I did not pop open the valve cover.

I went to my buddy's shop and I got a spare IPR valve he uses for testing I'm uncertain it works. He said his sure, properly functional. Then after that I wasn't getting any ICP pressure and my oil base pressure was actually lower 22psi.

I even installed the original IPR same readings.
Did alot of cranking. No ICP readings
    Perhaps high pressure oil pump?
Any suggestions or ideas in testing?

It sounds like the second IPR may have been no good as well.
Try a new one and see if it starts.

How much base oil pressure should I get from the oil lift pump. What would be considered normal to lubricate the engine besides feeding the high oil pressure pump as well. While cranking.

I’d get a 5,000 psi gauge and dead head that HPOP. At least then you know on what side your issue lies.
From your IPR % at cranking I’m guessing there’s a leak in the system.

Short video attempting to start it. Before doing any testing.
After doing the pressure test on the head and swapping out the IPR. I'm only getting 22 base oil.

Regardless the truck isn't starting. Lol

Would it hurt if.. I had air tested at 90psi towards the high oil pressure hpop outlet supply line.
I heard a loud hissing noise like a big air leak.

I bought the fittings and a pressure gauge at 5,000 to actually do that test. To tap into pressure outlet hpop. I'll be doing that test very shortly sometime today.
