Mexico-truck issue resurfaces, sinks out of sight again

DALLAS Two almost contradictory news reports recently about a meeting between Cabinet-level Mexican and Canadian trade officials and U.S. Trade Representative Ron Kirk raised a few eyebrows and perhaps lifted hopes of the trade community.

In the end, it turned about to be what amounted to a false alarm, but it briefly resurrected the Cross Border Demonstration Project, its termination by Congress in March, the scurrying about of Transportation Secretary Ray LaHood to come up with new principles to guide a replacement program and now a seeming blackout of information about what in the world is going on with the entire issue.

The Fort Worth Star-Telegram reported that U.S. Trade Representative Ron Kirk said language that removed funding for the cross border pilot project had been restored in next years budget bill.

The Associated Press, reporting on the same meeting, said that Kirk said he was heartened that provisions banning funding for a Mexican truck program haven't been included in 2010 appropriation bills.

"We're at least encouraged that we won't be handcuffed to the appropriations language," Kirk said according to the AP story.
