    Apparently anyone who feels like it can just create a mandate, and that is all thats needed nowadays.
    So just make up a mandate, and do whatever they like.
    No worries about laws, rules, or regulations.
    Its 2021, when laws, human rights, and all that jazz don't matter at all. ;)
