One of the requirements when first building the interstate highway system was that there be no grades exceeding 6%. That is why there are twisting and turning roadways following the natural flow of the sides of the mountains.
The shortest distance between two points is not always a straight line. Just imagine the speed at the bottom of the hill if it was a straight shot down, and the pile of wreckage at the Arrowhead.

And Emigrant Hill has a 5 to 6% grade,6 miles in either direction. Whether you’re heading east or west there’s a whopping 3,000 FEET elevation change!
The last couple of times I passed through that area Oregon State Police set up shop at the bottom of the hill outside of Pendleton to catch drivers who would either play speed demon flying down the hill and/or catch drivers who smoke their brakes all the way down!
