If he attends a community college/school board administration school, they will probably want school transcripts from Australia. I got my CDL through a vocational school run by the county school system and I had to go through the regular school registration process as if I was attending a 2 year college etc. The CDL course actually shows as credits from the local community college.

Plus this virus thing has highlighted to me the need to be atleast in the same country as family. Not necessarily living in the same city or even the same state but just that ability to get to see them at various times of the year rather than being 3 flights, a couple grand and 30+ hours away -
I am working on dual citizen myself, its a long process. One that will take some years on my end. It may benefit if the United States government should fail then. -

Community colleges are the best way to get trained and licensed in my opinion, however out of state ( and country) residents usually get charged a much higher tuition. I don't know what state you have citizenship in but you may want to keep that in mind.
Once you have your CDL you can move to whatever state you want and get hired easily enough. -
Being a US citizen already really helps.
Just get your general DL established, make certain that you can FULLY document the past 10 years employment status and legitimately explain any gaps.
