It will have to be taken apart to get the S cams back in place?

I move OOS trailers all the time(tankers) to trailer shops to get all kinds of major repair and service. They are cleaned out and empty. Never had a issue.

The replaced they s cams? Or did shoes/pads? Either way not a hard repair, I’d get it home and take care of it

The company who owns the trailers decides where to fix it.
Roadside by a service call tech or shop bound with a wrecker.
The driver is allowed to touch it after repairs are done by a certified tech only.

    CAXPT and scott180 Thank this.

To the OP, it might be possible to unhook the bags and chain the axle up just depends on which axle has the leveling valve. I’m not sure if 30k means gross or net but with 1 axle in the air you probably won’t be able to get the one axle legal(should be good for 20k since other one is off the ground. Defines it as a single at that point).

If it was me I know what I’d do and not think twice

I thought so too. I took it across from one truck stop to the TA across the street thinking that they didn't put the retaining clip in correctly but the other damage is bad enough for the TA to recommend taking it to a trailer shop instead of using them.

For myself, I simply don't know enough to realize they were put on wrong. The trailer was gone through about a week ago for inspection. He found an airbag that is fine now but will need watching but didn't catch the cams being wrong. I had no reason to believe there was a problem till they were hanging down. I try to be soft on the brakes and everything felt fine.

    They replaced the cams.

One of the S cams has slid into the; brake drum and the drum, and will have to be pulled to get the brake springs and rollers that are going round and around inside the drum and needs to get to a shop ?

While he may be able to do this weight wise, he cant do that with an OOS order.

Edit to add: when I made this comment, I thought it was on both axles.

The more I think about it, he's not allowed to raise the axle and tow it himself to a shop.
