I'm fairly certain I would have to be carb compliant to haul to CA but I see trucks from out of state all the time that aren't. I.e. my buddies that either live out of state with non-carb trucks that visit for shows, or haul or just older trucks using blatantly obvious straight exhaust Jake's. Am I wrong?

Eventually technology forces change. How many cabover do you see running on road? A new generation comes in with new technology and designs. My children are not interested in my love for my 60's & 70's. You may have a few but change is always happening. That California idea is coming across the country just look around the truck stops they pretty much all look the same now. All the best in your move. I still have a 99 KW with 12.7 sitting haven't decided yet where she may go.

Depending on trailer you pull will answer the state question. Reefer I’d go with Wisconsin. Very productive. High demand=$ lots of freight in and out. Many states have lots in but not to much outbound.

    Indiana, specifically Indianapolis.
There's a reason it's called crossroads of american.

Close to many big cities, lots of work around and cheap housing.
    Easy to get home.
