Whoa- whatta mess!
Don't most of those large wreckers have outriggers? -
They do, but not sticking out the side to prevent that. All the pulling that wreckers do is straight from the back, and all they have are stabilizers that hold the front end on the ground.

What is that semi doing turned over there anyway?

Most medium and big towtrucks will have outriggers IF the truck has a rotating boom setup. Some big rig towtrucks have 4 outriggers (2 front &
2 behind the cab) but not all.
