I worked for a Congressman 25 years ago and even way back then our constituent responses were computerized. We would simply build the letter by choosing the paragraph that corresponded with topic addressed in the letter. 90-95% of mail was answered this way. So, while a staff member put each letter together, each paragraph/topic response was written or edited/reviewed by the Congressman himself before it was added to the database for the staff to use.
Usually the only personalized letters were those with constituents problems requesting help from the Congressman.
