They are there, they were the first on-site, they have coordinated with the state response and helped out where they are allowed to help thanks to FEMA taking over so much when FEMA needs to be behind local and regional agencies and organizations.
The Red Cross is more silent because the media has ripped them for the way they do their fund raising in the past. Taking undeserved bad press and never getting an apology or correction on some of the outright lies by the media has forced them and other organizations to be careful of being out in the press.
If people actually care, the Red Cross is the first place to give.
