Let me relate an incident that answers your question. Delivery apt was for 2200 in Waco, bumped dock at 2240. It was still 87 out so left truck running. Finished unloading me at 0500 the next morning, limped out to street to finish my 10. My next pup apt was changed to 2000 that night. I ended up idling the truck for 20 hours straight, and I don't have a cpap.

I wouldn't worry about it. You also have to figure that running reefer you'll be driving nights quite a bit and sleeping during the day, in texas, oklahoma, kansas, new mexico, Arizona and maybe even cali where it's dang hot and you'll have to idle just for the ac. They know this, just have to be reminded at times.

Recently heard from a friend that they're changing this come the 20th of this month(October). From then on, it will be .38 cpm flat rate. No more sliding scale.

That is correct 10-20-14 .38 to start and up 1 to .39 at 6 months.
