I am going for my New York State A Class CDL Permit. I think I should certify as Expected Interstate which doesn't require Medical Clearance. Here's my reason why, please correct me if I am wrong.
I am taking an unpaid internship for a private entertainment company. The rig is used to transport private equipment owned by the small business owner. The rig is owned by the small business owner. The truck will not be for hire. It is used to transport private equipment and private passengers...the owner...his kids etc. We are not using the truck to pickup and transport any people or other people's property for money at any point. We are not looking for hire. We are our own business.
The owner wants me to drive the tractor in parking lots on tour throughout the USA with him on board so I can learn. When the tour is over I will return to my home state and take the test.
Am I correctly certifying myself?

Using Arkansas, you are swearing to sign under Tier Two.
Tier two is excepted trucking. But for me the way the revenuer (yes we still use that word) told me is that Tier two is for purpose of hauling dead bodies in time of national emergency for example.
Using Arkansas's Affaidavits you will be likely excepted trucking, but section line J under Tier two might or might not be a barrier to you.

You cannot claim type 4 which will clear you completely for the work you describe because you travel the USA. Type 4 is strictly inside the state only. And only inside.Johnnymic7 Thanks this. -

Ok, you are talking two vehicles then?
Unless you class 6 or class 7 tractor with crew cab to carry 4 souls and a trailer on a 5th wheel at something not reaching 80K gross. -
4 passengers with a cab and a typical big long trailer with private equipment. Again I'm an unpaid intern and everything on board belongs to the owner.

I would say you still fall under Non-Excepted Interstate and require a Med Card.
Non-Excepted Interstate (NI)
Commercial driving operation is permitted across state lines, and you are required to meet the Federal medical requirements.
- you must be age 21 or older
- if you have a HAZMAT (H) or HAZMAT/Tank (X) endorsement, you may select this driving type
- you must not have a K (CDL Intrastate Only) or A3 (Med Cert Exempt) restriction on your driver license
Commercial driving operation is permitted across state lines for excepted operation only and you are exempt from the Federal medical requirements.
- you must be age 18 or older (21 or older when noted for certain excepted operations)
- you must have an A3 (Med Cert Exempt) restriction on your driver license
- you must not have a K (CDL Intrastate Only) restriction on your driver license
A3 Restriction
The description of the A3 restriction will change from "Municipal or School Operation Only" to "Med Cert Exempt." This encompasses all of the federal and state Excepted types of operation.
If you operate only in Excepted Interstate or Excepted Intrastate operations, you are not required to hold a USDOT Medical Examiner's Certificate. If you are Municipal or School operator, you will still be eligible for the A3 restriction because these are Excepted types of operation.
If you currently have an A3 restriction, you do not need to amend your license to change the description of the restriction. The "Municipal or School Operation Only" description is valid until you renew your license. When you renew, the restriction description will automatically be converted to "Med Cert Exempt."brian991219 and Johnnymic7 Thank this. -

So let's say for now, I only drive the tractor part in a parking lot to get used to it for a few months. Expected Interstate would work?
